The initial issue is carried out by the ‘Technical Ship Safety’ department (formerly the Central Office - Ship Inspection Commission/Ship Inspection Office) of the Directorate-General for Waterways and Shipping (GDWS).

The applicant must bring a new oil inspection logbook for the issue. This also applies to the subsequent issue, for which the current oil inspection book must also be brought along.
